Yes. there are qualifications around to prove a trainer's e-learning credentials. I don't have them. But if you're looking for someone to train your tutors and other staff in how computers can help them and their learners, the best thing you can do is find someone with proven experience at the chalk face. Secondly, they need to have huge enthusiasm for passing on the skills and knowledge that can help others use technology to improve the experience our learners have in our classrooms and workshops. But in today's world, paper qualifications do matter, so here are mine:

B.Sc in Modern Languages (French and Italian with Portuguese) from Salford University

PGCE (HA&FE)

City & Guilds 9282 and 9284 (Initial Teaching Certificates for Literacy and ESOL)

RSA CLAIT and IBT2

ECDL

Microsoft Office Specialist (MOS): Access and Word Core

Certified NLP Practitioner

There are a few others, less relevant - such as Level 1 in Welsh, and windsurfing (not at the same time) but if you want to know more, just ask!
